You don't need to add hydraulics for the spreader (although you would for the plow). There is electrical work to be done for the spreader controls, however.
Wet spray is always a better way to go because you get a even coating over your lawn. You also have a lower chance of burning your lawn with a wet fertilizer.

If you are using the Vigoro Ultra Turf Lawn Fertilizer(29-0-4) with the Scotts Standard Broadcast Spreader then the setting would be 5.
I believe a salt spreader would be a good solution. Salt is known to react as a melting force when applied to moisture. When the pavement is dry it would be advisable to clean any particles left on the sidewalk.
