In general, people who are eligible for discounted tickets must buy them ahead of time from a designated vendor (for example, if you're eligible for the military discount, you should get your tickets from the PX or wherever else on your base is the designated point of sale for such tickets); if you just show up at the gate to buy tickets, you're going to pay full price.
