you should wait 48 hours after getting a perm to shampoo the hair. you may, however,wet it with water if re-styling is needed during that time.
You can wash your hair with any soap but if u dont use a good shampoo ,it will dry out your hair. You can but I dont recommend it.
It's best not to..the natural oils that build up between washings will act as a protective barrier so the perm will not burn your roots. If you must wash it..which is not advised..use only shampoo.

Getting your hair wet after a perm can de-activate the curls. The chemicals used to curl the hair and keep it curly do not hold up when exposed to water. After a day or so, the chemicals have done their work fully on the hair and are no longer succeptible to water damage. After a perm the hair is soft and the cuticle is still open. If you wash your hair the water and shampoo will get into the hair shaft and undo all the work your stylist did and you will have wasted your money.

Nothing particularly bad will happen to your hair. although, you should wait until the perm from your hair is gone by A.cutting it all off or B.going natural and waiting for the perm to disappear. Also, if you want your hair to be moisturized and textured, you will need to co-wash your hair (wash it with conditioner instead of shampoo). Do it weekly, and your hair will receive more natural oils giving it body and texture,
