If the lamp bases are the same for a 220 volt bulb and a 110 volt bulb, then yes. If any modification to the pendent lamp have to be done then no, as field modifications to electrical equipment will null and void the certification that the manufacturer had to obtain to be able to sell the device.

So...red to white is 110v, black to white is 110v, red to black is 220v.

Changing the plug will not change the power needed to run the saw. If the saw has a dual voltage motor then a wiring change can be done to switch the saw from 240 to 110 volts. If it is not a dual voltage system then the saw must be fed with 220 volts.

On a three wire supply system if you connect the two 110V wires together and they are across the phase they will short out and trip the breaker. If the two 110V wires are supplied from across the phase and connected to a motor then the motor will run. If the 110V wires are on the same phase nothing will happen.
Yes and no. For any given power usage, the current in a 220V system is half that of a 110V system. Therefore, cables in a 220V system can be thinner than 110V. Furthermore, a voltage drop of, say, 5V due to the resistance of wires is less significant in a 220V system than 110V. So, there is an economy with wiring. However, touch 220V and there is a good likelyhood that it can prove fatal. Do the same with 110V and it will hurt, but it is less likely to prove fatal. If the load is non inductive and straight resistive then there is no problem. Inductive loads like motors, a 60 Hz device can be used on 50 Hz but it is much harder on the equipment if 50 Hz is used on a 60 Hz system.
NO The radio will actually run at about 6 volts via an internal transformer. If you plug it into a 110v supply you will only produce 3 volts which is the same as trying to run it with flat batteries. The only way is to use a 110v to 240v transformer which will be rather large, cumbersome and heavy.
