There are no known laws that prevent working elsewhere while suspended from a job; however, it does bring up ethical issues. A suspension is usually given when an employee has violated policies or there is a serious allegation brought against them, and an investigation is in progress. The person is still an employee, and the suspension could end at any time. Working elsewhere while on suspension is probably not a good choice.
