Fish tank light bulbs do not give out any significant amount of UVB, you really need to get a real UVB reptile bulb. You can get them at a great price online at www.bigalsonline.com. I attached a link to the UV bulb section
It probably is, as it is found in the ingredients of many packaged bearded dragon foods. Fish oil and fish meal are common ingredients. Large doses of it are probably not recommended, but a sprinkling of it can't hurt.
You'll want a light for heat. This can be as simple as a regular household bulb, indoor flood, or reptile specific bulb. You'll also want a UVB source in the form of a florescent bulb or a Mercury Vapor. No coils.

Some breeds of Angler Fish have a bulb that sticks out in front of there heads that produces light.
Put it this way, a friend of mine uses her daylight bulb with her lamp, and puts it over the fish tank. I wouldn't use a 100w or 60w really, but all fish are different with their habitats. So i recommend seeking advice from a fish shop near you.

You can but you shouldn't. In the wild they don't eat fish, they aren't used to digest their scales and bones. Bearded dragon optimally eat insects, although can also eat considerably smaller lizards or even mammals if they have to. You should restrain yourself from giving anything other than insects (and fresh fruits/vegetables).
