Put it this way, a friend of mine uses her daylight bulb with her lamp, and puts it over the fish tank. I wouldn't use a 100w or 60w really, but all fish are different with their habitats. So i recommend seeking advice from a fish shop near you.
Fish tank light bulbs do not give out any significant amount of UVB, you really need to get a real UVB reptile bulb. You can get them at a great price online at www.bigalsonline.com. I attached a link to the UV bulb section
Either water splashed into the bulb, a wire is lose or has frayed or you have an arc forming from the bulb seat to something. In any case do not continue to use the fixture until it is resolved as it may present a fire hazard.
Neither of my bettas use(d) a tank light. If you want to use one, probably just a weak small one is fine.
