If it can reach a Wi-Fi router, and shows so on your iPod Touch, it can connect to the internet via Wi-Fi connection while connected with your USB cable to your computer.
However, it cannot connect to the internet via the USB cable and use the computer's internet access - the iPod Touch goes on the internet strictly via Wi-Fi connection.
