Canna is a clump-forming rhizomous plant, also known as "Indian Shot".
If it refers to the roots then it is in all likelihood referring to the rhizomous (horizontal) root system of the plant. The roots look very similar to the Ginger root, with fleshy adventitious roots growing from the rhizome.
