Cant get seat off of cb 1300 with the key inserted is there a special way to remove the seat?

stick the key in, turn it, pull down on the tab just under where the key/key hole is, while holding this down stick your fingers under the rear lip of the seat and lift in an up and backward direction. --> should pop out

The manufacturer will refer you to someone locally who can remove it for you. The doctor who inserted it should be able to refer you to someone as well. Your local family planning office will have experience in removals as well.
