gas line is probably frozen
If a 1993 Toyota is acting like it is not getting fuel in cold weather, check the fuel pressure sensor. There is also the coil and timing that might cause the car to spit and sputter in cold weather. Also check the timing belt.
Have fuel filter or fuel injector checked..
If the car is not getting any fuel, it will not run.
Don't know how cold your cold is but, it could be water in the fuel system (ice).
If no engine light is on it could be fuel filter

yes if you need new fuel pump, the engine is not getting fuel. therefore no fuel equals engine wont run

Your car seems to be getting too much fuel, is it computer controlled?
Check to see if it is getting fuel and spark Check also the alternator.
