that could be a number of reasons... first i would recommend getting octane booster because it sounds like bad gas to be honest!

It could be several problems... 1. bad seals on turbo 2. clogged turbo oil return to oil pan 3. waste gate issue 4. bad bearings on turbo 5. stuck rings on engine piston 6. bad valve guide seals 7. bad PVC valve
Blown head gasket or cracked head. It probably overheated prior to the water pump being replaced. The exhaust of most vehicles has some water in it when first started, before it has warmed up. The water may be a normal condition unless there is a lot of it. How much smoke are you talking about? Is it a lot more than usual?
is it possible that the vent hose are disconected?
Get a new car
this can depend if you watch what your doing no but if you are to mello to realize whats going on yes. and for the record if you smoke you have a better chance of dieing young.
