Well actually if it is started then it has turned over.
the anti theft device disables the car from starting. you should be able to pull a fuse on it, or by pass it, but until you do the car should not start.
buy a pcm
check your fuses check ignition switch
I had the same problem, I thought it was the timing belt but it turns out it was only a disconnected controll modual, so make shure its plugged in.
mine did the same thing when the timing belt broke
