If you are a female it could be PMS, or hormone issues. If you are a teenager it is probably hormonal as the result of puberty. If you are a man his body could be producing too much testosterone.
It could also be from drug use, even marijuana.. If a man is using steroids. Or the person may be suffering from a form of Bipolar disorder. But this is only in extreme cases.
The Above is true, however i would like to add that there is a set of psychiatric disorders that cause mood swings, such as Borderline Personality Disorder and the mentioned above Bipolar (Manic - Depressive) Disorder.
