He was distracted by foreign wars with France and the Ottoman Turks, and the spanish. He left the empire in charge of Ferdinand his brother who was incompetent and lacked moral authority to lead (hadn't been elected)

Also lutheranism was left to itself and established itself, where some people had grown up not knowing any different.
