Could be a drive belt or brake warning device. Check your belts, and have your brakes inspected. More than likely this is your brakes. There is a metal warning device that will make a noise like you describe when the pads wear to a certain point. This indicates they need replacing. Ignore this warning and you will ruin the rotors.
It is safe to drive but it means you have no traction control when the light is on and you should get it serviced. ASAP!
If a Lincoln LS V8 is making a engine noise when it is shifted into drive or reverse, it could indicate a seized gear in the transmission. It could also indicate a low transmission fluid warning.
The flashing light is warning you that something is going wrong inside your engine, or steering system, or brakes, or anything else. It can not be safe to drive with any signal light flashing (except, obviously, left and right). You have to bring in your car for a check up as soon as possible.
If the warning light is on then that probably means that there is a leak. If the bags are inflated it is safe but when they blow out you are in trouble.
