Hello. Check your owners manual. Your question seems a little vague, but heres what should happen when you first put the key in and turn it to the run position (or just after you have started it), pretty much every light on the dash will come on, just as a test of the bulb. That way you know that the bulb is working, so if you do have a problem you can fix it. The flash is just testing the bulb and drawing attention to itself. If it stays on after its running (permanently) then there is a problem. Hope that helps

I had the same problem with a Hyundai Accent 1996. You need to disconnect the speedometer inside the front hood.
