Usually this is loose vent flaps being blown open and closed by the wind. With the fan switched off take a look at the vent from the outside of the house. If it has flaps they may look "closed" in calm weather but they usually just hang down loose. Then switch the fan on and you'll see the flaps "floating" on the flow of air. If the noise is really annoying then, to solve the problem, the vent can usually be changed for the kind that has a fixed open grille and no flaps at all - but then you must regularly clean the grille to keep it clear of the damp fluff that gets blown onto it from inside the bathroom, otherwise it will get blocked and you'll think the fan is useless! To get over that particular problem the more expensive extractor fans and vents have springs to hold the flaps shut when the power is switched off and a little motor or other device to open them when the fan is switched on.
make sure your computer is unplugged and remove the fan from inside, and thoroughly clean it. this will "lessen" or remove the windy noise.
