The easiest way to test a belt tensioner is to pull upward on the belt. The belt should be tight with very little slack if the tensioner is working.
With a little salt and pepper.
It is the same assembly as the tensioner pulley - the little pulley that isn't attached to anything.

The belt tensioner is located at the bottom of the power steering pump looking at it from the front the tensioner is on the bottom left. you could always loosen the alternator up a little. My 1997 with a 4.0 does not have a tensioner pulley, and I believe the 99s are the same. the alternator is the tensioner. Remove one of the bolts and it will swivel in and you can get the belt off
the idler pulley.
use a pry bar between the ideler arm and pully. The tensioner is sprig activated. This will take a little pressure, but it should loosen with eaze. after releaseing tensioner, it will tighten back up b/c of the spring.
remove the belt by pulling the tensioner up or down take off the altnator then it just three bolts and it s off This may be only for the 2.4. The tensioner is not even close to the alternator on the 2.2. In order to remove the tensioner on a 2.2ltr you either need to lift the motor a bit or remove your fender and inner fender well because no tool can remove that pulley/assembly in that clearance. There is only a few inches between the tensioner pulley and the inner fender well. Chevy doesnt have a special tool like I hoped they would, to sneak in that little spot, so if anyone comes up with anything let me know. Hope everyones cavalier endeavors go well! :)
