Of course, having just rebelled from oppressive rule and wanting to form a strong government to serve the people the framers wanted:

1. Control over the President and to keep his role in check by the other two equal branches of government.

2. protection of the presidential powers to keep him from becoming merely a puppet leader.

3. him to be sworn in to protect the Constitution would help the nation from becoming a nation run by mob rule. The Constitution attempts to keep things moral and fair for the people of the USA. This would help to prevent any presidential decrees to be bound by word not to take advantage of the people.
