Congress is the only group that can declare war. However with the War Powers Act of 1973, it is possible for the present to unilaterally dispatch American troops into combat under certain circumstances and for a finite time if Congress is advised of his actions. This was been stretched by President George W. Bush who sent troops to Iraq in 2003 for a conflict that lasted eight years.
The Senate has the unique and sole power to act as Grand Jury during an impeachment trial. It also has the power to approve and confirm, presidential and federal judicial appointments.

In the USA, at the highest level it is the Congress (House of Reps). They are the only body that has the ability to FUND government spending. After them, it is the Government Agency that is given the spending authorization. After them, it is the Treasury that hands out the Money.
