if you have xp(i'm running xp black) and above you can change the name ex(gta3.ISO) to (EBOOT.PBP) then put it into a folder called ex(GTA 3) then put that into GAME folder. I have had an error that says "Error copying file, the parameter is incorrect Error 2" but it could work for you.

An EXE file is an executable file that just contains code to be ran. If you convert the ISO to an EXE it will not do anything.
