THE PHILIPPINE BILL OF 1902
The Philippine Bill of 1902, otherwise known as the Cooper Act of July 1st, 1902, was named after its sponsor, United States representative, Henry A. Cooper. It provided for a Bill of Rights for the Filipinos, the appointment of two Filipino resident commissioners to represent the Philippines in the United States Congress but without voting rights, and the establishment of a Philippine Assembly to be elected by Filipinos 2 years after publication of a census and after peace was completely restored in the Phliippines.
