Need more info. Two pipe steam can be converted to a water boiler fairly reasonably. You can choose from equipment that will push 95% efficiency. If by HVAC you mean a/c also, it is a totally different animal, and would cost whatever for the equip, ductwork, (if not going to a ductless mini split), etc.
