i dont think a 11 year old should, but maybe a 12 or 13 year old could maybe mop the floors to make a little dough.
and also stack the food or suplies on the shelf correctly
Due to child labor laws, I don't think there is anywhere a 14 year old could work. However, if you know the owner of a store, or if you have connections, then they could hire you for small jobs. You could always do work for neighbors for some extra cash.
You can work at a fish store or a ice cream store or if your parents own a store you could help out.
