Yes. Jupiter is mainly made of gas, so any planet slightly smaller in size but made of solid material would have more mass than Jupiter.
Bigger size doesn't always mean more mass. For example, a black hole that is several kilometer in diameter can easily be WAY more massive than any planets in our solar system.
