No. It is most likely had the heater core bypassed or a vacuum leak for the blender door. It shoul be pretty easy to fix. Check all vacuum lines under dash and under hood. Take the time yourself will save lots of money

the radiator cap is a pressure regulating device if it is blocked for some reason the pressure in the cooling system could blow it off
