The UK sword ban only applies to single-edged curved blades over 50cm that are not 'forged in the traditional manner'. (In other words, cheap katanas or anything similar) so I see no reason why this would be illegal to buy in the UK. I have bought several straight-edged swords since the ban, from perfectly legitimate web sites.

The largest diamond ever found fits into the palm of a grown man's hands. That is not large enough to fabricate a sword of any substance. A sword useful as a weapon would be more useful made from metal. A sword made from diamonds could only be symbolic, because it would be so tiny.
Yes you can make a sword out of silver and it would be totally useless as a weapon. You could admire it as an ornament, but silver is a very soft metal and it would have no other purpose than decorative.
