If this is a gas operated chainsaw, try fishing out the fuel filter in the tank if this is a two stroke motor. Take some carburetor cleaner and spray the heck out of the filter to clean off the varnish that has probably clogged it up. The coating comes from the oil that is mixed with the gas. This usually takes care of most of the problems.

no, from my experience, homelite, and ryobi are the same but not craftsman.
18 or older and not any age as some where answered before.. You cannot be under the age of 18 to use a chainsaw because it's heavy and dangerous.. However...if you take off the chains and would like to use it for halloween, I would say 15 and higher.
Technically any age, Argos will not sell nail guns, kitchen knives or cutlery to any persons under 18, but you can legally at any age go to Argos, buy a electric chainsaw and a generator and they won't bat an eyelid.
30 wt of a good brand if it is a Briggs or Tecumseh.
