I'm going to attempt an answer without knowing what year your jetta is. I wouldn't be surprised if it's late 80's early 90's. Your turn signals are wired through your hazard switch. If you pull out your hazard switch and look at it ( don't forget wich wires go where! ) you'll see it has a bunch of little metal connections. Take it apart as much as you can and clean all the metal parts especially where connections are made. Put it back together and reinstall it and your problem may go away.

Most likely a bad turn signal flasher or blown fuse
Its integrated in the hazard switch in the center of the dashboard.

This may very well be a problem with your ground connections at that turn signal.
You have a problem with your ground. A weak ground will always cause this type problem.
I suspect you have a bad turn signal switch, but try replacing the Flasher Relay first. I had the similar problem with my 01 Jetta, I took it to VW and they informed me that there was a recall on the hazard light switch (which is also the relay for the turn signals), and that seemed to fix it. This could be causing the problem that you are having, check this site out and it should list all the recalls. That affects your car.
