"Power" is the ability to make someone (a person? a country?) do something against their will, while "authority" is what gives a leader (a parent? a president? a teacher? the Pope?) the moral and legal authority to give an order. For example, following the Japanese sneak attack at Pearl Harbor, President Franklin Roosevelt requested Congress declare war on Japan, which then gave him the authority to wage war- that's authority. . A street thug, on the other hand, sticks a gun in your back and demand your wallet - that's power.
