For example, following the Japanese sneak attack at Pearl Harbor, President Franklin Roosevelt requested Congress declare war on Japan, which then gave him the authority to wage war- that's authority. . A street thug, on the other hand, sticks a gun in your back and demand your wallet - that's power.
