i replace my rear brake shoes on 2001 dodge grand caravan and my emergency brake is still not working
there are brake shoes in the discs too . just remove the discs and you will see them. they are applied by a cable.

The brake pads are actually shoes. The emergency brake relies on the rear brake shoes being applied by tension on the emergency brake cable against the rear drums to hold the car stationary. In other words, the rear brakes double as the emergency (parking) brakes.
The star wheel is an adjustment mechanism used only in drum brakes. You will find it inside each rear brake drum, between the bottoms of the brake shoes.

measure inside diameter of brake drum (where brake shoes touch drum) and measure outside diameter of brake rotors. usually if you look at wheel side of drums and rotors the size is stamped in millimeters on each
Remove the tire and wheel. Remove the brake assembly spring. The brake shoes will come off. Reverse the process to install the new brake shoes.
