Charles Manson live a nomadic life while in California. He landed wherever, whenever and stayed until he was run off. Him and the 'family' poached and squatted, tresspassed, stole and invaded any place that look promising. He spent time in Malibu, Venice Beach, Topanga, Santa Monica and even as far south as San Diego and as north as Santa Barbara and San Francisco and the bay area. When crime is your vocation, its best to keep moving. When finally arrested they were in Death Valley.
He claims he spent some of his childhood being raised in the Wheeling, WV area. He also claims to have spent time at the Moundsville Penitentiary, and wrote them a letter asking to be transferred back. They turned him down.
The records does not show any evidence to that fact.
Santa Monica
As far as I can tell Manson had no connection to Winton, CA. Whether he ever passed through no one knows. In the early 1970s Winton had the highest crime rate for a city it's size in the country. By the time it was declared the most dangerous city, Manson was already in jail and had been for quite a while. So I think that rules him out.

I would try the publisher which is Straight Arrow Publishers, San Francisco CA. The Rolling Stone, which is an American icon was started by Jann Wenner in 1967 (Wenner is still publisher). The Charles Manson issue was one of the biggest sellers in the magazines history. If you can find it, buy it, it is probably worth some money.
In the late 1960's Los Angeles, CA Charles Manson an ex-con and his motley crew known as the Family killed 8 people (one an unborn baby) on 2 different nights in August 1969. They were all found guilty and sentenced to death. Later their sentences were commuted to life because of a Supreme Court ruling. Susan Atkins has since died but the remainder of the murderers are alive and well, including Charles Manson, in California prisons.
