No. Clee hill is composed of layers sedimentary rocks intruded by a dolerite sill, where molten rock intrudes between layers of "country rock" (previously existing), much like making a jam sandwich by doing the bread first and then squirting in the jam.

The presence of Igneous rocks and Clee hill's prominence is probably what leads people to think that it was a volcano.
