Yes; that was the secondary purpose of the Flood. The primary purpose was to prepare the "stage" for the advent of Abraham. The wickedness of the people before the Flood was of a more stubborn sort than afterwards. Had Abraham lived before the Fllod, his teachings would not have taken root.
