If you see Islam from a historical perspective, yes. Mohammed founded Islam in Mecca. However, according to Islamic theology, Islam has existed since the Creation of the Universe and, therefore, did not start in Mecca.

All the Prophets (May peace be upon them all) had been preaching Islam. The last Prophet of Islam Hazrat Muhammad (May peace be upon him) was born in Mecca (Makka). So, in a way, you may say that it began in Mecca, Saudi Arabia.

Some people from Madina went to Makka to perform Hajj. The holy Prophet Hazrat Muhammad (SAW) met them secretly and invited them to embrace Islam. These were about six persons. (Bait-i-Uqba -1). The next year about seventy persons embraced Islam and offered the Muslims to migrate from Makka to Madina. They pledged that they would sacrifice even their lives to protect the Muslims migrating to Madina. (Bait-i-Uqba-2) The holy Prophet Muhammad (SAW) advised the Muslims to migrate to Madina. He himself, accompanied by his most devout and dearest friend Hazrat Abu Bakr (RAU), migrated to Madina in the 13th years of his Prophet-hood. THen Islam spread in Madina and within 8 years Makka was conquered by The holy Prophet Muhammad (SAW).
