ACTUALLY no one SAID it. William Clark wrote later in his Journal entry, "Ocian in view! O! the joy,".

However, he did not actually 'see' the Pacific Ocean. The cliff-side view he looked upon was looking over an estuary some 20 miles east yet, of the Pacific Ocean.
