Johnson DID NOT want the war. He figured if he put alittle pressure on the N. Vietnamese, they might give in. When that didn't work, he tried alittle bit more pressure. When that didn't work, he tried even more pressure. Result: War got bigger and bigger. When he escalated; they escalated.
