I think you are referring to Luo, a tribal language spoken in some parts of Kenya. That country was a British colony at the time that Barack Obama Sr. lived there, so he would have been expected to speak excellent English if he wanted to advance, both in his education and his profession. By all accounts, he was a good student and totally fluent in English. But he undoubtedly did speak some tribal language, most likely Luo, when he was with his relatives.
