Yes, as Commander in Chief, he has the authority to order a military mission that captures or kills those who have attacked the United States. All presidents have the ability to use "necessary and appropriate" military force to retaliate against such an attack, whether it is by a country (Japan during World War II) or by an individual (Osama bin Laden).
Below is a link to the transcript of President Obama's speech about the death of Osama bin Laden.
No. Osama bin Laden and Barack Obama are not the same. There is no one well known or in political power named Osama Obama. US President Barack Obama led the military as Commander in Chief when the US captured and killed terrorist Osama bin Laden hiding in Pakistan.

The killing of Osama Bin Laden (ordered by Obama). :-)
I think obama sort of answered that question when he has osama killed...
First off, Mr. Obama did not kill Osama Bin Laden; US Navy SEALs Team Six did. President Obama simply ordered his execution. Second of all, Mr. Obama should not be punished for ordering Osama Bin Laden's death, as Bin Laden was the number one Most Wanted Terrorist by the FBI, and Obama is the head of our government. Thirdly, The Navy SEALs were supposed to apprehend Osama Bin Laden, not kill him. The SEALs killed Bin Laden because he was heading towards a cache of weapons in the room that he was hiding.
He authorized a team of SEALS to invade and capture Osama Bin Laden in his hiding place in Pakistan. In the course of the invasion of his protected compound, Osama Bin Laden was killed.
