Wikipedia describes Pope Pius XII as suffering from halucinations and vivid dreams.

Paul Hoffman (Anatomy of the Vatican) does not mention hallucinations, but suggests that Pius XII permitted, even encouraged, reports that he was having mystical experiences.

There was embarrassment in the Vatican one day in 1950 when L'Osservatore Romano quoted a high churchman, Federico Cardinal Tedeschini, as revealing that the pope had witnessed a repetition of the miracle of Fatima. While walking in the Vatican gardens, the prelate had affirmed, Pius XII had seen visions of the Virgin Mary and of the sun dancing in the sky, a replay of the famous phenomena in the fields outside the Portuguese town of Fatima in 1917, as reported by three children. Church authorities later acknowledged the apparitions, either in the belief that Pope Pius really had seen this vision, or in order to humour the aging pontiff.

In 1954, Pius XII disclosed that Jesus had appeared at his bedside during a recent illness and said to him that his time was not yet up. When the story found its way into the press, the Vatican had to confirm it officially.

At age 16 he was drafted into the German anti-aircraft corps, but a subsequent illness precluded him from the usual rigours of military duty. After some time, he abandoned his post and returned home absent without leave. At the end of the war he was taken prisoner of war by the American forces for several weeks before being released. He and his brother Georg entered the priesthood after the war in the summer of 1945.Neither he nor his brother had any voluntary involvement World War II!

Does the pope get a vote for the pope?

A Pope who renounces the Chair of Peter becomes a Cardinal again. As a Cardinal he would have a vote in the Conclave if he were under the age of 80.In the case of Pope Benedict he retains the title of Pope Emeritus (retired pope) and not that of cardinal. He has essentially withdrawn from any ruling capacity in the Church. In either case he could not vote in the conclave because of his age. When Pope Gregory XII resigned to help settle a schism in 1514 Gregory XII was appointed Bishop of Frascati, Dean of the Sacred College of Cardinals and perpetual legate at Ancona.

Did Pope Pius XII make the correct moral decision in refusing to openly condemn the Nazi Atrocities against the Jews during World War 2?

Pius did speak out loudly against Hitler's atrocities. However, he quickly learned that the more he spoke out, the worse the situation became. Even the Catholic clergy in the oppressed countries called on Pius to tone down his accusations as life was becoming unbearable for both Jews and Catholics. He chose, instead, to work quietly behind the scenes to protect and hide Jews from the Nazis. He gave orders that all Catholic churches were to open their doors to Jews and hide them and care for them. He also arranged counterfeit documents that would give the refugees safe passage out of Italy to countries that were not being oppressed by the Nazis.Albrecht von Kessel, an official at the German Embassy to the Holy See during the war, wrote in 1963:"We were convinced that a fiery protest by Pius XII against the persecution of the Jews ... would certainly not have saved the life of a single Jew. Hitler, like a trapped beast, would react to any menace that he felt directed at him, with cruel violence."The vindication of Pius XII has been established principally by Jewish writers and from Israeli archives. It is now established that the Pope supervised a rescue network which saved 860,000 Jewish lives - more than all the international agencies put together. After the war the Chief Rabbi of Israel thanked Pius XII for what he had done. The Chief Rabbi of Rome went one step further. He became a Catholic. He took the name Eugenio, the birth name of Pius. Most of the bad publicity about the actions of Pius XII during the holocaust was created by the KGB of the Soviet Union by a massive disinformation effort on their part to drive a wedge between Israel and the Vatican and to discredit the moral authority of Pius. Seat 12, also known as Operation Seat 12, was a disinformation campaign of communist propaganda during the Cold War to discredit the moral authority of the Vatican because of its outspoken anticommunism. The motto of Seat 12 was "Dead men cannot defend themselves" since Pius died in 1958.
