The only thing that sounds familiar during Teddy Roosevelt's administration could be the minor debate he encountered with Senator Eugene Hale from Maine over Teddy's decision to send the Great White Fleet on a round the world cruise and maneuvers. Hale, the chairman of the Naval Appropriates Committee, threatened Roosevelt that the money needed to float the fleet would be withheld if he continued with his plans for the cruise. Teddy, always the Rough Rider assured Hale and the rest of Congress that he already had the money and challenged them to "try and get it back."
