That depends on what you mean by 'completed'.
Disneyland is not "completed" YET. Walt Disney intended for Disneyland never to be "finished", but to keep expanding and improving.
However, the park was completed enough to open and immediately become a major vacation destination over a decade before Walt's death; he definitely lived to see people enjoying it.
