In the US and in England/UK colonial nations they did not ALL have to fight. You had to be 17 and over to join the military branches. Draftees started when they were 18. Many men were unable to go to war due to health, sexual persuasion, mental heath, because they were farmers or because they worked in a job position that could not sacrifice their men to fight. For example, men who worked for the ship yards, plane manufacturers, certain government jobs and in medical/science fields were not sent to war.
In some nations all the men had to fight unless their health or mental state would not allow them to fight. Some men were excepted from fighting in those nations too. These countries were Germany and Italy and a few other European or African places.
