There was a war between the time lords and the daleks. Both sides possessed weapons more terrible than could be imagined - think global nuclear war, but far far worse. To stop the devastation and also to prevent his own people from 'winning' the war by destroying the universe, the doctor 'sealed' the war, preventing the combatants from entering any other part of history and effectively wiping out both sides, as they were 'stuck' in the time of the war. The master then sent the signal back to where it came from (the time lords), who then made the link physical by sending the diamond to earth (white point star), which the master then used to make the connection - allowing them to return. No they weren't dead, there was a time-war between the time lords, the darleks and other species, and the doctor found out that Rassilon (the president) was planning the 'final sanction' (where the timelords were going to free themselves of physical bodys and merely become spirits) so he, the doctor, had to put them in a 'time lock' - which meant nothing could get in or out (the signal was only able to get through because they sent it back through time to when the master was a child - so it was there before the time lock was issued. It is a bit confusing Ok, i know I'm proboblay being a bit annoying, but two more questions, Ok. 1) When the time war ended did all the time lords die? 2) And if they did how did they manage to appear back again from extinction? The time war didn't end, it was locked in time, which meant the time lords weren't dead, they were just trapped (as nothing can get in or out of a time lock). -Meaning when the doctor broke the signal, the timelords didn't die, they just went back into the time war - to be trapped again. So when the doctor kept saying he's the last of his kind (before he knew of the master) he really mean't the last of his kind to be accessable, because he thought that the time lords couldn't come out of the time lock...?
