Hurricane Andrew was a category 5 hurricane when it passed over the Bahamas and Florida. That's where Hurricane Andrew was at it's peak intensity. It was downgraded to a category 3 after Florida then struck Louisiana as a category 3.

It was a category 5 hurricane with maximum sustained winds of over 165 mph

The storm affected mostly just the southern most portion of Florida Homestead & some of Miami with "major damage" but the storm itself was as wide as Florida and half of Georgia until it got to the west coast where it was the size of nearly the whole Gulf of Mexico.

Hurricane Andrew was downgraded to a category 3 hurricane after flattening Florida, and struck New Orleans as a category three.

No. At peak strength Hurricane Andrew had peak winds of 174 mph and a pressure of 922 millibars (lower pressure means a stronger storm). In terms of wind speed, the strongest Atlantic hurricane on record was Hurricane Camille with winds of 190 mph. In terms of pressure the strongest Atlantic storm was Hurricane Wilma with a pressure of 882 millibars.

However, an even stronger storm was Typhoon Tip (a typhoon is a hurricane in the western Pacific Ocean), which had winds of 190 mph and a pressure of 870 millibars.

Hurricane Andrew started as a tropical disturbance, as most hurricanes do. But it would not have been called such during its time as a hurricane.
