No. James Madison was one of the Founding Fathers, primary author of the US Constitution, author of the Federalist Papers (considered the most authoritative commentary on the Constitution), and creator of the Virgina Declaration of Rights, on which the US Bill of Rights is based.

Madison was a delegate to the Continental Congress, and served in the House of Representatives for two districts in Virginia from 1789-1797.

He became Secretary of State under President Thomas Jefferson, from 1801 until 1809, and was the Respondent in the landmark Supreme Court case Marbury v. Madison, (1803).

Madison's most outstanding achievement was his election as the fourth President of the United States, where he served from 1809-1817.
