What effect did the proclamation have on the course of the war?

It had the immediate effect of keeping the British out, as they could not help the Confederates without looking pro-slavery. Their intervention on the side of the South (probably followed by the French) could have tilted the balance in favour of the Confederates.

What important document did the northern victory at Antietam allow Abraham Lincoln to issue?

The Emancipation Proclamation. Although it did not convert the North into a nation of Abolitionists, it did have the effect of keeping Britain from sending military aid to the Confederates, with the French likely to follow suit. (Free nations abroad could no longer help the Confederates without looking pro-slavery themselves.)

They also didn't want to go against the North, which they would of done if they would of supported the South.
