To strengthen the national government
The central government was more limited under the Articles Of Confederation than under the Constitution. People did not trust the government to have too much power. It looks like they were right.

Because the people were citizens of their STATES, and the States made up the United States under the Articles of Confederation. The Federal government had very little impact on the people.
The idea that a strong central government threatens the rights of the people and of the states was a major influence on the authors of the Articles of Confederation.

Because the people were citizens of their STATES, and the States made up the United States under the Articles of Confederation. The Federal government had very little impact on the people.
The Articles of Confederation included a weak central government. It was designed to govern thousands of people in thirteen colonies. The Mayflower Compact was a much simpiler document. It was designed to govern dozens of people in one colony.
Under the Articles of Confederation the government did not have to power to levy taxes or form an army. The Articles of Confederation did not give the government enough power to function. They could only ask for the support of the states and hope they complied. In regard to taxes, nobody wanted to pay taxes, so the government had no money. Shay's Rebellion showed that the government also didn't have the power to protect the states should they need it. The Articles of Confederation were too weak because they were written with they tyranny of England fresh in the minds of the authors. They wanted to limit the power of government as much as possible and consequently created a government that couldn't function.
