It's is all based on opinion. Some say yes because these laws set heavy penalties, including imprisonment, for anyone attempting to prevent a qualified citizen from voting. They also banned the use of disguies to deprive any person of rights. The laws empowered the army and federal courts to capture and punish Ku Klux Klan members. I say no because, although the Klan's power was soon broken, many similar groups continued to operate.
